I think it very unlikely that Julian martyred anyone. Unlike earlier pagan emperors his restrictions on the Christians were mild in the extreme. He even invited church leaders to dinner. The thing that really seems to have annoyed the church was that he stopped the dominant Christian sect persecuting the smaller ones. This is what seems to get him such a bad press even today from Christians. The pagan emperors who actually killed Christians get off much more lightly.
